November 29th Communication Policy Meeting Brainstorm Notes

1 - Group A1

- We want to eliminate ( Total Communication ) to change into Bi/Bi Philosophy

- No, we don’t agreed with to use all forums of communication available to develop language competency. ( BI/B I) now!

- No, we don’t agreed with ensure ( Total Communication ). We agree to ensure ( BI/BI ).

- We agreed to eliminate ( SCPI ) but insert to replace SCPI change into America Sign Language Proficiency Interview ( ASLPI ).

Group A1

- We demand to have a ( BI/BI ) Philosophy

- We demand to remove ( Total Communication ) change to BI/BI Philosophy.

Group A2

- Staff motivation on improving sign skills ( $$ Hourly vs Salary )

- SCPI – not = ASL Skills

- Need to emphasis on ASL requirement

- Total Communication change to BI/BI

- Communication access equal everywhere

- Union – follow the guidelines – 2 years

- Speech therapy -ASL not write back/forth

- Effective ASL classes for students

- Speech class – Not during school time ( Parent disagree on student’s view )

- Resident Cares Aides (RCA) should all intermediate to advanced

- Why student – take SCPI

- Revaluate all staff’s SCPI when policy becomes effective

Group A2

- Tutoring/After school. ASL to caught up and develop full languages (ASL)

- Total Communication – FULL ACCESS to languages or BI/BI!

- Remove the word of Sign Language to ASL.

- Signed English is not a language!

- SCPI out! ASLPI now!

- Add English Proficiency Evaluation

- BOTH ASL and English need to be equal too

- Philosophy of BI/BI now

- All individuals who are employed at MSD are to use ASL as a primary method of communication in any and all events that happen on campus

- Total Communication and its definitions are OUT!

- ASL shall be used as the only educational tool to faster conceptual development. It must be used outside of the classroom.



-Delete “ Signed English…”

Group A3

- Teach ASL in classroom (ex: ASL poetry, etc.) and apply it to English Language

- Anything defined as “ Signed “ should be changed to “ America Sign Language “ ( in the draft )

- Teachers should teach ASL and written English in the classroom

- Teachers who don’t pass their ASLPI should to take more ASL classes in order to improve their signing, so students would be able to understand them.

- ASL and English should be treated as 2 different languages and taught/used separately.

Group A4

- Title “ Total Communication Policy and Procedures “

- how long takes to change? ASAP!
- set up committee for State Board level
- for open new position have BI/BI experience/skill

- Hire ASL Teacher with certificate

· What’s for? To improve all students communicate. Hard of hearing/deaf as a language

- Allow set up goal on IEP Process for ASL teachers

-Change title: The Michigan School for the Deaf Communication Policy

-Philosophy: It is Philosophy of MSD. Use ASL and English in equally.

(BI/BI) needs to research more about what to say exact words. (ISD, Texas , CSD/R Ferment, CA, Maryland , etc)

-MSD will use BI/BI with students aged starting from 0 – 26.

-Everyone on MSD Campus to use ASL at all the time.

“ Sim com “ is not encourage. ( Be more deaf sensitive )

MSD will use ASLPI to evaluate staff and students

Current SCPI hiring level should not be any lower than Intermediate plus – Teacher and RCA --> Advanced with understanding that applicants already have been interviewed. ( SCPI Rating ASLPI? )

Group A6

-BI/BI Philosophy policy with ASL, English and speech… to meet the needs of entire students

-Staff should be required to take sign language class to become proficient in ASL (ASLPI).

-Administrators need ensure staffs attend sign language classes to improve the level of proficiency. If adequate improvement is not made, have and adhere to a strict corrective action policy

-All people have equal access communication

-Help staff have evaluation and instruction at MSD

-Communication to develop languages

-Total Communication to develop English and all kind of communication

-ASL helps kids to reading and write

-Signed English uses in Total Communication because develop proper word order, may use ASL include.

Group B3

-ASL with emphasis an expressive and receptive

-Hearing staffs at MSD use sign in front of students in any place. No matter what.

-Set up new signposts: “Please Sign“, and when leave campus “Thank You for signing!” Balance hearing and deaf on campus – (49% hearing staffs with sign fluent and 51% deaf staffs)

-After interview, go SCPI test. What skill sign. Require hire who very fluent sign. RCA include with high fluent sign! VERY IMPORTANT, so students feel at “HOME“

Page 1- “Best of their define ability”?? define a SCPI or ASLPI level. All employees need understanding of Deaf Culture.

Page 2- Ok

Page 3- Students should be grouped by communication ability to precieve information as well as intelligence level. They should be grouped this way (Hard Hearing, ASL, good sign skills, poor sign skill, Oral)

Ex: 9th grade Reading level should be with those who can comprehend and understand at 9th grade level group those kids together in each classroom.

Page 4 and 5- Change “Sign English “ to ( teach reading and writing skills using ASL to get the concepts so the meaning and translation is not lost.

Group B5

-Drop to sign English (SEE)

-Goal is maximum development of America Sign Language (ASL) and English (for Reading and Writing)

-BI/BI Lingual Cultural (2 Languages/2 Cultures)

-Our group does not want sign English used as signing system at MSD.

Group B6

-“Best of their define ability” is too vague

-Communication: Remove the barrier first!

-English need to stay (diagram sentences)

· reading and writing is important

· currently using Total Communication to accommodate all students

· How do you accommodate all children with ASL only?

· If all methods are used, then parents support of the above you include all children and Total Communication

-Concerned that language is not developing sufficiently

· Hearing world

· Maybe communication at home is important

· Policy currently states any method

-Primary instruction should be ASL (history: MSD used be oral)

-Students prefer ASL (when asked)

-Goal of MSD: To develop independent adults not real clear on what BI/BI Philosophy means. Different opinions on what that means

-Give students more credit – get their input – discussed with Student Body Government (SBG)

-What is important is what/how students are learning in class and how to evaluate that and follow through with improvements.
